Church Road Traffic Calming consultation in Evington

Leicester City Council is proposing changes to improve road safety and manage vehicle speeds on Church Road, particularly near its junction with High Street.

These proposals include:

  • The construction of a priority chicane on Church Road, immediately south of its junction with High Street.

  • The extension of the existing raised table southwards to accommodate new traffic islands for the crossing.

These changes have been developed in response to community concerns about excessive vehicle speeds and high traffic volumes along Church Road. The introduction of the priority chicane is intended to reduce vehicle speeds and discourage through traffic, improving safety for all road users.

The extension of the raised table will be carried out under Section 90(A) of the Highways Act 1980 and will require the publication of a formal notice before work begins.

I think the proposed traffic calming scheme will be a a positive step in increasing the safety of pedestrians using the footpaths and crossing the road in that area, and for vehicles using St Denys church car parking and those exiting Stoughton Lane. In addition, it will hopefully discourage some commuter traffic to use an alternative route and reduce the traffic volume using Church Road and Shady Lane.

Other specific suggestions would be:-
1. The vehicle priority heading North must help reduce the speed of vehicles approaching Shady Lane and the junction with Stoughton Lane on Church Road as many drive round the blind bend far too fast making exiting Stoughton Lane hazardous.
2. In addition, keeping the speed bumps in both directions on Church Road, particularly those heading South towards the Shady Lane/Stoughton Lane junction, will help reduce speed.
3. As well as relocation the Telegraph Pole, would it be possible to remove part of the grass bank and retaining slabs directly behind the current pole position to more easily and more safely access the Village Hall to and from St Denys car park.
4. The proposed new bollard on the footpath to Rectory Gardens should not cause obstruction or difficulties for push chairs or mobility scooters using the footpath.
5. Can a vehicle width restriction also be added to the current vehicle weight restriction for vehicles approaching Church Road and Shady Lane as the section of Church Road from High Street to Stoughton Lane is too narrow for wide vehicles.
6. Perhaps the steps access directly in front of the Village Hall entrance door should be removed or redirected towards the new traffic calming priority pedestrian crossing to reduce pedestrian use of the narrow footpath at the base of the current steps, and also allowing removal of the footpath safety fence in that area which has been hit by vehicles several times recently.

This means traffic travelling out of Stoughton Lane and turning right onto church Road or travelling up Shady Lane and turning right into Stoughton Lane do so with great risk.
