Closure of NCP car parks in Leicester – Lee Circle, Rutland Street, Abbey Street and East Street

The Evington Echo is calling on Leicester’s political leadership to set out a clear, transparent plan following the closure of four city-centre multi-storey car parks — Lee Circle, Rutland Street, Abbey Street and East Street — which closed on Friday 27 March 2026.

 

While The Evington Echo is not directly involved in city-centre parking operations, we are concerned about the wider public impact: accessibility for residents and visitors, the safety and security of closed multi-storey sites, and the knock-on effects on city-centre businesses, venues and traffic movements.

 

We are not taking a position on whether these car parks should be run by the council or by private operators. Our focus is on best practice: clear accountability for safety, a credible short-term mitigation plan for parking capacity and accessibility, and a published timetable for decisions and next steps.

 

We are asking Leicester City Council to provide a single, regularly updated public page confirming the status of the four sites, alternative parking arrangements, and what work is underway with the owners to restore capacity and protect the city centre’s evening economy.

 

The Evington Echo will continue to follow this issue and encourage decision-making that is evidence-led, transparent, and focused on the public interest.
